Eligibility for North Carolina License Plates
New residents have 60 days from establishing permanent residency to title and register their vehicles. You must first obtain a North Carolina driver’s license before conducting any vehicle transactions (N.C.G.S. § 20-50).
- Residency: The 60-day countdown begins when you establish a permanent address in North Carolina. You must have a valid North Carolina driver’s license or a North Carolina temporary driving certificate before applying for title and registration, according to the NCDMV New Residents Guide.
- Vehicle: Passenger vehicles, trucks, motorcycles, trailers, and mobile homes are eligible. Vehicles with a salvage title and those deemed non-repairable cannot receive standard license plates until NCDMV issues a rebuilt title through a separate process.
- Applicant: You must have a valid North Carolina driver’s license, proof of North Carolina liability insurance from a state-licensed provider, and a completed Title Application (MVR-1). Insurance policies from other states are not accepted.
- License Plate Categories: Standard license plates are available in three designs: First in Flight, First in Freedom, and National/State Mottos (N.C.G.S. § 20-63). Over 100 specialty plates are authorized under N.C.G.S. § 20-79.7. Disabled veteran, Purple Heart, Prisoner of War, and Legion of Valor plates have their own eligibility proofs through the North Carolina Department of Military and Veterans Affairs.
How to Get a License Plate in North Carolina?
All first titles and license plates are processed at a local license plate agency, not at a DMV driver license office. North Carolina conducts vehicle transactions through commission contract agents statewide.
- Bring the vehicle title or Manufacturer’s Certificate of Origin, a completed MVR-1, and an Odometer Disclosure Statement (MVR-180) for vehicles under 10 years old. A Damage Disclosure Statement (MVR-181) is also required for dealer and private sales.
- No preliminary inspection is required for new residents. The vehicle must pass an annual safety inspection before the first renewal, which must be completed within 90 days of the renewal date (N.C.G.S. § 20-183.4C). Residents of 19 counties also require an emissions inspection.
- Pay the title fee, registration fee, highway use tax, and county property tax at the license plate agency. The agency issues one plate, which is mounted on the rear (N.C.G.S. § 20-63).
Registration is renewed annually. NCDMV sends combined plate and tax notices that consolidate registration and county property tax into one payment. Renewals are processed through myNCDMV, self-service kiosks, by mail, or in person.
How Much Does a License Plate Cost in North Carolina?
The base registration fee is the easy part; the highway use tax and county property tax are added on top and determine the actual total at first titling.
- Registration of a private passenger vehicle costs $46.25 annually (N.C.G.S. § 20-87(5)). Private motorcycles cost $29.50, which includes $4.00 for the Motorcycle Safety Instruction Program.
- Plug-in electric vehicles add a $214.50 annual surcharge; plug-in hybrids add $107.25 (N.C.G.S. § 20-87(13), (13a)).
- A one-time highway use tax of 3% of the purchase price applies at titling, capped at $2,000 per title certificate (N.C.G.S. § 105-187.3). Transfers between certain family members may qualify for exemption using form MVR-613.
- Title fee: $66.75 per application. Transferring registration between vehicles costs $25.00 (N.C.G.S. § 20-85).
- Most specialty plates carry a $10.00 annual fee under N.C.G.S. § 20-79.7. Personalizing any plate adds $30.00. Disabled veteran and Legion of Valor plates are issued at no additional charge.
- Late fees follow a tiered schedule: $15.00 less than one month, $20.00 from one to two months, $25.00 over two months (N.C.G.S. § 20-88.03). Interest also accrues on unpaid property tax.
Can I Get a License Plate Online in North Carolina?
Online service covers renewals, ordering specialty plates, and ordering personalized plates. First titles cannot be processed online and must go through a license plate agency in person or by mail.
The official portal is myNCDMV, powered by PayIt. Renewals require the plate number and the last five digits of the title number. PayIt charges a transaction fee of $3.00 plus 1.85% for card processing; NCDMV does not collect these fees. New registration documents arrive by mail within 20 business days.
For renewals by mail, send materials to NCDMV Vehicle Services, PO Box 29620, Raleigh, NC 27626-0620:
- Detached bottom portion of the renewal notice with verified personal information
- Check or money order covering the combined registration fee and property tax
If myNCDMV can process your renewal or plate order, use it; the license plate agency is intended for first titles and cases the portal does not support.
