Replacement License Plate in North Carolina

What is a License Plate Replacement in North Carolina?

License plate replacement occurs outside the regular renewal cycle. The North Carolina Division of Motor Vehicles processes replacements prompted by loss, theft, physical damage, fading, blurriness, or moving from another state (G.S. 20-63).

  • North Carolina is a one-plate state. NCDMV issues one plate per vehicle, which is mounted on the rear. Motorcycles, trailers, and semi-trailers also receive one plate.
  • NCDMV assigns a new plate number upon replacement. The original number is retired, and all associated records are updated accordingly.
  • The replacement fee ($25.50) is only applied when the plate cannot be surrendered, such as in cases of lost or stolen plates. Damaged, faded, or blurry plates surrendered to the Division are replaced free of charge per G.S. 20-63(a).
  • Replacement is not a dual registration renewal. The fee, form (MVR-18), and required documentation differ from the renewal process.

When Do You Need to Replace Your North Carolina License Plate?

NCDMV recognizes a closed set of reasons, each with its documentation path.

  • A missing plate (lost or stolen) requires completing a plate surrender confirmation form (MVR-18A), which serves as an affidavit that the plate was not confiscated by law enforcement.
  • North Carolina does not require a police report before processing a lost or stolen plate replacement. MVR-18A substitutes for proof of documentation.
  • Plates that are damaged, faded, rusted, or otherwise blurry must be surrendered along with an MVR-18 application. The Commissioner may also order blurry plates to be surrendered per G.S. 20-63(a), and this replacement is legally free.
  • New residents must register within 30 days of establishing residency (or upon taking paid employment, whichever comes first) under the reciprocity agreement outlined in the NCDMV new resident guide.

How to Get a Replacement License Plate in North Carolina

Gather your current registration record, valid driver’s license or ID, proof of North Carolina liability insurance, and the damaged plate if you have it. In cases of loss or theft, an MVR-18A affidavit is required instead of the physical plate.

  • In-person is the only channel. Visit a license plate agency with a completed MVR-18 form, old plate or MVR-18A, and your insurance policy number. NCDMV issues a replacement plate on the spot.
  • By mail: Send the completed MVR-18 form, damaged plate (if applicable), and payment to the NCDMV Vehicle Registration Section, 3148 Mail Service Center, Raleigh, NC 27697-3148. NCDMV does not publish a guaranteed processing time for mail-in replacements.
  • The online channel does not cover plate replacements. The myNCDMV portal handles registration renewals and duplicate registration card requests, but not physical plate replacements. The portal section below confirms this limitation.

Can You Replace North Carolina License Plate Online?

No. NCDMV does not accept online plate replacements. The myNCDMV portal (payments.ncdot.gov) covers registration renewals, driver license renewals, duplicate registration card requests, and specialty plate orders, but physical plate replacement for lost, stolen, or damaged plates is excluded.

Each replacement requires an in-person visit to a license plate agency. Appointments are not available at license plate agencies; walk-ins are accepted during business hours. NCDMV operates offices statewide through commission contract agents per G.S. 20-63(h).

The mail-in route works in cases where you can include the old plate. Send the MVR-18 and payment to NCDMV at 3148 Mail Service Center, Raleigh, NC 27697-3148.

Since the portal cannot process plate replacements, plan to visit a license plate agency for any reason.

How Much is License Plate Replacement in North Carolina?

The cost entirely depends on whether you can surrender the old plate; the $25.50 fee and free replacement path split on this issue.

  • Lost or stolen plates cost $25.50 according to the NCDMV fee schedule (MVR-94), effective July 1, 2024.
  • Damaged, faded, rusted, or blurry plates surrendered to NCDMV are replaced free of charge per G.S. 20-63(a). Bring the old plate to a license plate agency along with the MVR-18.
  • North Carolina is a one-plate state, so the pricing question of one plate versus two plates does not apply.
  • Durham, Orange, and Wake counties add a regional fee of $15.00 on registration transactions ($8.00 Regional Transportation Authority plus $7.00 county vehicle registration tax). Randolph County adds $1.00 for the Piedmont Authority for Regional Transportation. These fees apply at initial registration and renewal but also add to the replacement transaction.
  • Online transactions through myNCDMV carry a $3.00 PayIt fee plus 1.85 percent card processing, but since plate replacement is only done in person, these fees apply only if you combine a duplicate registration card or renewal in the same session.
